Job Description
This role is accountable for offering technical leadership and direction in the formulation and execution of strategies related to system studies, transmission planning, project development, and monitoring & evaluation. The objective is to ensure the establishment of a sturdy, dependable, efficient, and cost-effective power transmission system.
Job Responsibilities
i) Providing leadership to departmental staff
ii) Offering technical leadership in the formulation and execution of strategies for system studies, transmission planning, and project development
iii) Guiding power system studies, transmission planning, and project development strategies related to the expansion of the transmission network
iv) Overseeing the quality and timeliness of detailed power system studies and network analysis to ensure a secure and reliable national grid
v) Ensuring quality control of pre-feasibility, feasibility, and updated feasibility studies to optimize project viability and selection
vi) Approving proposals for transmission line studies, including preliminary route selection and conceptual design criteria
vii) Recommending improvements in planning tools, skills, and knowledge within the department
viii) Coordinating with other departments to achieve directorate goals
ix) Supervising consultants in power system studies, feasibility studies, and project preparation
x) Developing and implementing transmission system planning strategies
xi) Formulating a departmental risk matrix and mitigation measures for transmission system planning
xii) Overseeing quality assurance within the department and facilitating research and innovation efforts
xiii) Coordinating the review of energy sector planning documents and facilitating procurement processes
xiv) Leading the preparation of technical guidelines for transmission infrastructure design and construction
xv) Reviewing project monitoring and evaluation reports and recommending revisions
xvi) Reviewing technical specifications and approving bidding and contract documents
xvii) Reviewing substation land suitability and approving project designs and cost estimates
xviii) Reviewing project monitoring and evaluation methodologies and data
xix) Providing technical advice during resource mobilization and participating in tariff development
xx) Preparing transmission system planning papers for management submission
xxi) Reviewing the company's Transmission Master Plan and recommending capital expenditure requirements
xxii) Reviewing and recommending project concept notes and proposals for various financing mechanisms
xxiii) Approving payment certificates for consultancy works
xxiv) Approving Standard Operating Procedures for power system studies and project development
xxv) Reviewing and recommending departmental budget, procurement plan, and work plans
xxvi) Coordinating the review of bid documents for consultants and contractors
xxvii) Guiding and coaching managers in work performance and professional development
xxviii) Managing departmental resources and ensuring performance targets are met
Job Qualifications
i) Possession of a master’s degree in a relevant field is required
ii) A bachelor’s degree in Civil or Electrical Engineering is necessary
iii) Registration as a Professional Engineer with the Engineers Board of Kenya (EBK), along with a valid practicing license, is mandatory
iv) Membership as a Corporate Member of the Institution of Engineers of Kenya (IEK) is essential
v) Completion of a leadership development program or training lasting a minimum of four weeks from a recognized institution is required
vi) A minimum of ten (10) years of relevant work experience is needed, with at least six (6) years at the senior management level
