Job Responsibilities

  • Strategic Alignment:

    • Ensure the Finance Department's objectives align with the University's overall strategy

    • Develop and implement the Departmental Strategic Plan in line with the University’s Strategic Plan

  • Policy Development:

    • Lead the development of financial accounting and reporting policies and procedures

    • Formulate and implement budgetary control policies to ensure optimal resource utilization

  • Work Plan Management:

    • Develop and monitor the Annual Work Plan for the Finance Department

    • Ensure timely and quality deliverables related to Finance and Accounts

  • Budget Management:

    • Review monthly budget utilization reports and recommend actions on budget variances

    • Oversee the preparation of annual Departmental Procurement Plans for timely resource provision

  • Staff Management:

    • Oversee duty allocation to ensure efficient service delivery and achievement of targets

    • Lead staff development and performance management to meet both individual and departmental objectives

    • Coordinate staff recruitment to maintain effective internal controls

  • Financial Reporting:

    • Regularly report on the financial performance of the institution to the University Management

    • Prepare and present Quarterly and Annual Financial Statements

    • Submit periodic and ad-hoc reports to the National Treasury as required

  • Risk Management:

    • Institute and coordinate a Risk Management framework to safeguard University resources

  • Payment and Invoicing:

    • Oversee and verify the payment process, ensuring accurate payments to suppliers

    • Coordinate accurate and timely processing of payroll and statutory deductions

    • Liaise with Deans to ensure timely invoicing and fee collection for students

  • Cash Flow and Variance Reporting:

    • Review management reports on cash flows and budget variances to advise on financial decisions

    • Verify monthly bank reconciliations, trial balances, and other reports for accuracy

  • Job Qualifications

  • Educational Qualifications:

    • Relevant Master’s degree from a recognized university

  • Experience:

    • Fifteen (15) years of relevant experience, with at least five (5) years as Deputy Director of Finance and Accounts or equivalent

  • Professional Certification:

    • Holder of CPA (K)

    • Registered member of ICPAK in good standing

  • Technical Skills:

    • Certificate in ERP systems application for transaction processing

  • Leadership Skills:

    • Demonstrated outstanding leadership, coordination, and organizational capabilities at the top management level

    • Completed a Leadership and Management course lasting at least four (4) weeks cumulatively

  • Regulatory Knowledge:

    • Knowledge of the Public Finance Management Act, 2012 (Regulations, 2015), Public Procurement and Asset Disposal Act, 2015, local taxation laws, and other relevant financial laws
