Job Description
This position entails overseeing the operations of the Control Room to ensure the safe configuration of the transmission network and the dispatch of generation in a manner that reflects costs, all while maintaining continuous coordination with interconnected Transmission System Operators (TSOs).
Job Responsibilities
i) Establishing necessary connections with internal departments and external stakeholders such as generators and Transmission Operators (TOs)
ii) Overseeing the operations of TOs to ensure the safe and efficient implementation of operational protocols, procedures, and agreements
iii) Presenting budget requirements for the division to the Senior Manager for approval
iv) Ensuring responsible allocation and utilization of the division's budget
v) Providing support for the formulation of electrical energy supply policies within the sector
vi) Participating in operational meetings and forums with relevant stakeholders
vii) Serving as a member of the Central Safety Authorization Panel
viii) Contributing to the development and review of electrical safety training programs and regulations
ix) Reviewing and updating standards, norms, and procedures for system operations
x) Ensuring compliance with the Kenya National Transmission Grid Code and EAPP Interconnection Code during real-time system operations
xi) Taking accountability for all maneuvers on the transmission grid
xii) Identifying and proposing training needs for engineers within the division
xiii) Setting and monitoring performance targets for the division
xiv) Supervising power dispatch and system operations to ensure reliable and high-quality power supply
xv) Coordinating the execution of approved maintenance requests for generation and transmission equipment
xvi) Providing leadership during the restoration of the system following partial or total blackouts
xvii) Organizing and coordinating shift schedules and leave rotations for control room engineers
xviii) Representing the department in operational meetings with stakeholders
xix) Collaborating with relevant departments to implement updates and modifications required in the network
xx) Maintaining an updated database of power system data essential for planning, analysis, and forecasting
xxi) Identifying and mitigating risks associated with system operations and maintaining a risk register
xxii) Scheduling and conducting drills, including blackouts and emergency control center operations
Job Qualifications
i) A Master’s Degree in a pertinent field is required
ii) A Bachelor’s degree in electrical engineering or a related field is necessary
iii) Registration as a professional engineer with the Engineers Board of Kenya (EBK) is mandatory
iv) Membership in the Institution of Engineers of Kenya (IEK) is essential
v) Completion of a leadership course lasting at least four (4) weeks is required
vi) A minimum of 8 years' experience in the control and power dispatch of a national transmission power grid is necessary, with at least 3 years at a senior engineer level
