Job Description
This role involves overseeing office operations and project services, ensuring compliance with the Company's procurement plan, the Public Procurement and Asset Disposal Act (PPADA) 2015, and its associated regulations.
Job Responsibilities
i) Leading and managing the divisional staff
ii) Developing operational and project guidelines, manuals, and procedures in alignment with public procurement laws and regulations from development partners/financiers
iii) Coordinating the development of the Company's annual procurement plan
iv) Overseeing the disposal of unused assets within the Company
v) Supervising staff performance, career growth, and skill development
vi) Providing guidance on procurement processes and procedures to departmental users
vii) Coordinating secretariat services for various procurement and disposal committees
viii) Supervising the project and contract management lifecycle, including planning, implementation, monitoring, evaluation, and closure
ix) Implementing supply chain-related decisions made by the board
x) Offering advice on advanced procurement solutions like SAP S/4 Hana and Sap Ariba, as well as exploring industry best practices
xi) Managing staff performance, career development, capacity building, and skills deployment
xii) Overseeing internal processes and workflows to ensure operational efficiency
xiii) Drafting the division's annual budget, procurement plans, and work plans
xiv) Managing the implementation of legal risk mitigation strategies and updating the division's Enterprise Risk Register
xv) Coordinating project procurement processes within the function
xvi) Providing guidance on advanced procurement solutions and exploring best practices
xvii) Advising on project bid proposals for contract awards
xviii) Facilitating the signing of contract agreements with relevant parties
xix) Supervising the preparation of statutory reports for authorizing agents
xx) Guiding the selection of vendors for procuring goods, works, and services
xxi) Coordinating the implementation of contracts with user departments and external contractors
xxii) Participating in contract management, implementation, and monitoring for transmission lines and substations
xxiii) Engaging with suppliers and service providers to improve business operations
xxiv) Developing the division's annual budget, procurement plans, and work plans
xxv) Ensuring proper resource allocation in compliance with applicable laws, policies, and regulations
xxvi) Providing oversight on quality assurance within the division
xxvii) Providing coaching and mentorship to departmental staff
Job Qualifications
i) Required to hold a Master’s Degree in a relevant field, with a Bachelor’s degree in Procurement, Purchasing, Supply Chain Management, or a related field from an accredited institution
ii) Must be a Full Member of either the Kenya Institute of Supplies Management (KISM) or the Chartered Institute of Purchasing (CIPS) in good standing
iii) Must possess a valid Practicing License issued by the Kenya Institute of Supplies Management (KISM)
iv) Completion of a leadership and management course lasting a minimum of four weeks from an accredited institution
v) Minimum of eight (8) years of relevant work experience
