Job Responsibilities
i) Providing advice to management on the development, implementation, maintenance, and monitoring of ICT strategies within the Institute
ii) Developing strategies, policies, and programs related to ICT
iii) Supervising systems analysis, design, and programmer specifications in collaboration with users
iv) Ensuring adherence to established ICT policy and standards
v) Overseeing the overall documentation of systems
vi) Managing the installation, certification, repairs, and maintenance of Information Communication Technology equipment, solutions, and associated peripherals
vii) Offering guidance on Hardware/Software specifications for Information Communication Technology equipment
viii) Administering and maintaining web-based systems and configuring database servers
ix) Supervising the Institute’s network configurations and passwords
x) Managing ICT risk management and business continuity strategies
xi) Providing advice on outsourced ICT services and service providers
xii) Overseeing the maintenance of ICT systems security and databases
xiii) Ensuring compliance with the implementation of ICT policies and procedures
xiv) Facilitating effective ICT planning, budgeting, and reporting
xv) Overseeing the development of ICT staff
xvi) Developing agenda items for the Board on ICT-related issues
Job Qualifications
i) Have a minimum of ten (10) years of relevant work experience, with at least three (3) years at the level of Assistant Director, ICT, or an equivalent position in either the public or private sector
ii) Possess a Master’s Degree in any of the following disciplines: Information Technology, Computer Science, Business IT, Software Engineering, ICT Project Management, Computer Engineering, or an equivalent qualification from a recognized institution
iii) Hold a Bachelor’s Degree in any of the following fields: Information Technology, Computer Science, Business IT, Software Engineering, ICT Project Management, Computer Engineering, or an equivalent qualification from a recognized institution
iv) Attain a minimum grade of KCSE C+ (plus) or its equivalent
v) Hold a PRINCE2, PMP, or equivalent Project Management Certification
vi) Obtain at least one IT management certification such as CompTIA Project+, CAPM, CGEIT, CSM, CISSP, COBIT, or other equivalent qualifications
vii) Acquire at least one information security certification like CISM, CEH, CompTIA Security+, CISSP, GSEC, or other equivalent qualifications
viii) Obtain at least two (2) certifications from relevant professional bodies such as CCNP, CDCP, CCNA Cloud, CCNA Industrial/IoT, CCNA, MCSE, MCSA, MCSD, N+, A+, OCA, CISSP, Linux+, Network+, Microsoft Certified IT Professional (MCITP), CISA, CISM, CGEIT, or other equivalent qualifications from a recognized institution
ix) Be a member of CISA or an equivalent IT professional body
x) Complete a management course lasting no less than four (4) weeks, or its equivalent, from a recognized institution
xi) Demonstrate merit and ability as evidenced in work performance and results
xii) Meet the requirements outlined in Chapter Six of the Constitution
