Job Responsibilities
The officer's duties encompass:
i) Participating in formulating and implementing policies and strategies aimed at securing funds from diverse sources, including individuals, bilateral, multilateral, and private entities
ii) Identifying potential avenues for resource mobilization
iii) Evaluating and documenting fundraising gaps within the Institute
iv) Developing and refining fundraising tools to ensure they align with the Institute's objectives
v) Creating detailed project proposals to solicit funding for Institute activities
vi) Pursuing consultancy opportunities in marine and fisheries sectors to bolster the Institute's financial resources
vii) Facilitating partnerships and collaborations with research organizations and academic institutions through Memorandums of Understanding for joint research and training ventures
viii) Collaborating with partners to devise and implement activities outlined in Memorandums of Understanding
ix) Maintaining and updating records of partner support
x) Analyzing partnership databases to guide strategic decision-making
xi) Coordinating the development and execution of departmental work plans, budgets, and progress reports
xii) Ensuring efficient utilization of donor funds and adherence to project objectives
xiii) Providing training and mentorship to scientists and students on attachment regarding strategies for resource mobilization
xiv) Analyzing donor policies and consultancy opportunities to inform Institute responses
xv) Ensuring ongoing donor projects achieve expected outcomes and objectives
xvi) Enhancing the Institute's visibility through marketing efforts and participation in advocacy forums
xvii) Coordinating responses to calls for proposals and expressions of interest from various platforms
xviii) Engaging in internal discussions to incorporate Research and Development needs into fundraising proposals
Job Qualifications
Candidates seeking this position must meet the following qualifications:
i) Possess a minimum of eight (8) years of relevant work experience, including at least three (3) years serving as a Principal Resource Mobilization & Partnership Development Officer or in a comparable role in either the public or private sector
ii) Hold a Master’s Degree in Commerce, Project Management, Corporate Communication/Public Relations, Community Development, Natural Sciences, Social Sciences, or an equivalent qualification from a recognized university
iii) Hold a Bachelor’s Degree in Commerce, Project Management, Corporate Communication/Public Relations, Community Development, Natural Sciences, Social Sciences, or an equivalent qualification from a recognized university
iv) Attain a minimum grade of K

E C+ (Plus) or its equivalent
v) Complete a Certificate in Negotiation or Persuasion Skills Course lasting not less than two (2) weeks from a recognized institution
vi) Complete a Certificate in Resource Mobilization course lasting not less than two (2) weeks from a recognized institution
vii) Successfully complete a management course lasting not less than four (4) weeks, or equivalent, from a recognized institution
viii) Demonstrate a history of excellent performance in prior roles
ix) Exhibit proficiency in computer applications
x) Fulfill the requirements outlined in Chapter Six of the Constitution
