Job Responsibilities
The officer's responsibilities entail:
i) Collaborating with the Institute's senior management to establish the vision, mission, objectives, and overarching policies of information science
ii) Implementing strategies to enhance the efficiency of Resource Centre services at KMFRI
iii) Establishing partnerships with other Libraries and Resource Centres to facilitate information sharing (e-library)
iv) Directing the Institute library towards achieving excellence across all strategic dimensions of library operations
v) Developing outreach initiatives as part of the Knowledge Sharing strategy within the Institute
vi) Ensuring accessible storage of information for users
vii) Facilitating effective dissemination of information and research findings as required
viii) Updating Knowledge Management information databases regularly
ix) Supporting the implementation of the Knowledge Management System
x) Creating a comprehensive records management program
xi) Developing systems for record cataloguing, coding, and classification, and overseeing their implementation
xii) Providing staff training on record creation, usage, and management
xiii) Coordinating the design and implementation of an electronic records management system
xiv) Managing the transition from paper-based to electronic records management systems
xv) Overseeing the development and implementation of a records retention and disposal schedule
xvi) Staying informed about legal requirements regarding data storage and protection
xvii) Providing directives for the preparation of information science budgets, procedures, and schedules
xviii) Organizing information science staff into functional teams and services
xix) Offering authoritative advice on information management to management, the Institute, or external stakeholders
xx) Ensuring the safety and security of information in the Resource Center and registries
xxi) Executing organizational plans in alignment with top management policies and directives
xxii) Transmitting important reports and data to senior management
xxiii) Assessing the performance of subordinate staff
xxiv) Encouraging lower-level managers to strive for improved performance
xxv) Procuring necessary equipment, materials, and services to support role performance
xxvi) Undertaking any additional duties as assigned periodically
Job Qualifications
To be eligible for this grade, candidates must satisfy the following criteria:
i) Accumulate a minimum of eight (8) years of pertinent work experience, inclusive of three (3) years in a supervisory capacity within a comparable and relevant role, either in the public sector or private industry
ii) Possess a Master’s degree in any of the following fields: Library and Information Management or Science, Records Management, MBA with a specialization in Management Information Systems, or an equivalent qualification from an accredited institution
iii) Hold a Bachelor’s degree in any of the following disciplines: Library Studies, Information Science, or an equivalent qualification from a recognized institution
iv) Maintain membership in a relevant professional body
v) Complete a management program lasting no less than four (4) weeks, or its equivalent, from a recognized institution
vi) Demonstrate proficiency in computer applications
vii) Demonstrate a consistent record of positive work performance
viii) Fulfill the requirements outlined in Chapter Six (6) of the Constitution
