sec Terms of Service: Permanent and Pensionable.
The officer's roles and responsibilities entail:
(i) Offering legal counsel to the Institute regarding operational matters
(ii) Drafting and scrutinizing contracts, agreements, and other legal documentation
(iii) Managing cases filed against the Institute and preparing legal opinions and reports
(iv) Instituting legal proceedings on behalf of the Institute for recovery purposes
(v) Formulating, implementing, and reviewing legal policies and procedures to ensure adherence to existing legislation
(vi) Negotiating contracts on behalf of the Institute
(vii) Coordinating with service providers engaged in legal affairs concerning the Institute
(viii) Advising the Institute on legislative changes impacting its operations
(ix) Monitoring compliance with regulatory and legislative mandates
(x) Providing daily legal and regulatory assistance to functional areas, including addressing compliance inquiries and conducting reviews
(xi) Liaising with external legal counsel on Institute-related cases to ensure prompt instructions, witnesses, and statements
(xii) Collaborating with other organizations and networks to enhance the legal framework within the Marine and Fisheries sector
(xiii) Reviewing legal instruments and policy documents pertaining to Marine and Fisheries research on behalf of the Institute
(xiv) Monitoring amendments and updates in international Marine and Fisheries research legislation and other pertinent Kenyan laws
(xv) Drafting contracts, agreements, and Memorandums of Understanding relating to Marine and Fisheries affairs
(xvi) Engaging and coordinating with stakeholders on legal matters concerning the Institute
(xvii) Providing advice on alternative dispute resolution mechanisms
(xviii) Conducting legal research and assignments relevant to Marine and Fisheries research
(xix) Contributing input for the preparation of the department's budget and work plan to optimize financial resource allocation
(xx) Assigning tasks to subordinates to ensure objectives are achieved and time is utilized efficiently
(xxi) Establishing performance contracts with subordinates to guide their efforts in alignment with the Institute’s mandate
(xxii) Providing secretariat support during Senior Management Meetings and preparing management decisions for Board consideration where necessary
(xxiii) Assessing the performance of subordinates to ensure effectiveness and efficiency in meeting departmental goals
(xxiv) Mentoring, guiding, and supervising subordinates through coaching and training to enhance performance
To qualify for this grade, candidates must meet the following criteria:
i) Have a minimum of six (6) years of relevant work experience, with three (3) years at a supervisory level in a similar role within both public and private sectors
ii) Hold a Bachelor of Laws degree from an accredited university
iii) Possess a Postgraduate Diploma in Law from the Kenya School of Law
iv) Be admitted as an advocate of the High Court of Kenya
v) Maintain membership with the Law Society of Kenya
vi) Hold a current Practicing Certificate
vii) Attain a minimum grade of K

E C+ (Plus) or its equivalent
viii) Possess a Certified Public Secretary (CPS-K) qualification or its equivalent from a recognized Institution
ix) Maintain membership with the Institute of Certified Public Secretaries of Kenya (ICPSK)
x) Complete a Supervisory Course lasting no less than two (2) weeks from an accredited institution
xi) Demonstrate a track record of commendable work performance
xii) Exhibit proficiency in computer applications
xiii) Meet the requirements stipulated in Chapter Six of the Constitution
