Job Description

Role Summary: The Project Coordinator (PC) will lead the Project Management and Coordination Unit (PMCU), ensuring effective planning, execution, and achievement of project goals. Responsibilities include overseeing procurement, preparing and executing Annual Work Plans and Budgets (AWP&B), and maintaining administrative and financial control. The PC will foster collaboration among national and county governments, partners, and service providers, and will report to the Principal Secretary through the Director of Livestock Production. The position is based in Nakuru but requires extensive travel within the project areas. A six-year contract, with an initial six-month probation period and annual renewals based on performance, will be offered.


Job Responsibilities

Responsibilities:

  1. Manage overall project coordination following policies and guidelines

  2. Establish County and Sub-County Project Technical Teams

  3. Supervise PMCU staff, conduct performance appraisals, and report to PSC

  4. Oversee CPITs and SCPITs staff performance evaluations

  5. Collaborate with government ministries, county authorities, partners, and local communities

  6. Develop selection criteria for sub-counties and beneficiaries

  7. Prepare, approve, and execute AWP&Bs and Procurement Plans

  8. Ensure compliance with IFAD and GoK procurement rules

  9. Supervise contractors, suppliers, and service providers for timely project execution

  10. Coordinate payment requests to IFAD through the National Treasury

  11. Promote social inclusion of women, youth, and vulnerable groups

  12. Sensitize teams on project targeting, youth, and gender strategies

  13. Encourage knowledge sharing and learning among project staff and partners

  14. Develop synergy with other IFAD projects for maximum impact

  15. Disseminate information to relevant bodies and authorities

  16. Monitor project activities and prepare progress reports

  17. Manage project funds with integrity, submit financial reports, and ensure timely audits

  18. Facilitate joint supervision and support missions by IFAD and GoK

  19. Build strong relationships with stakeholders and integrate their feedback

  20. Coordinate the scaling up of technological packages promoted by the project

  21. Align project activities with County Integrated Development Plans

  22. Ensure complementary activities with other development partner projects

  23. Integrate poverty alleviation, gender, youth, nutrition, and environmental strategies

  24. Perform additional duties as assigned by PSC and PS


Job Qualifications

Qualifications:

  • Minimum Requirements:

    1. Bachelor’s degree in Agriculture, Agricultural Economics, Animal Production, Animal Sciences, Social Sciences, or a related field

    2. Master’s degree in Agriculture, Agricultural Economics, Animal Production, Animal Sciences, Project Planning and Management, Social Sciences, or a relevant field

    3. Understanding of Kenya’s multi-level government systems

    4. Fluent in English (written and spoken)

    5. Compliance with Chapter Six of the Constitution of Kenya, 2010

  • Other Requirements:

    1. Postgraduate qualification in project management (preferred)

    2. Strong analytical and judgment skills

    3. Skills in facilitation, strategic planning, and partnership building

    4. Understanding of poverty alleviation strategies in Kenya

    5. Knowledge of Kenya’s diverse agro-ecological zones

    6. Ability to work under pressure and meet deadlines

    7. Good interpersonal and communication skills

    8. Proficiency in computer applications
